Ugandan homosexuals face death penalty
Aggravated homosexuality will be punished by death, according to a new bill tabled in Parliament yesterday. The private member’s bill was tabled by Ndorwa West MP David Bahati (NRM). A person commits aggravated homosexuality when the victim is a person with disability or below the age of 18, or when the offender is HIV-positive.
Whistleblower released from psychiatric hospital
Mahammad Gurbanov, a 55-year-old resident of Nakhchivan City who was placed in a psychiatric hospital by police on 11 September 2009, was released on World Mental Health Day, on 10 October, after 29 days in detention.

Nepal: government putting journalists at risk
ARTICLE 19, the Federation of Nepali Journalists (FNJ) and Freedom Forum (FF) strongly condemn the Government of Nepal’s intentions to use journalists as informants, to help implement its Special Security Plan. This would significantly increase the already seriously hazardous working environment for journalists. It is also contrary to international standards, as well as the Agenda for Change, launched by ARTICLE 19, FNJ and FF in February 2009.
