Московская Хельсинкская Группа (РИЦПЧ) совместно с международным Молодежным Правозащитным Движением (МПД) в рамках образовательной программы “Международная Школа Прав Человека и Демократии” объявляют набор слушателей для участия в третьей Зимней Школе Прав Человека (Москва, 21-28 февраля 2010 г.)

Зимняя Школа Прав Человека – это интерактивный семинар, в рамках которого тренеры и консультанты Московской Хельсинкской Группы, а также ведущие российские и международные эксперты по Правам Человека проведут занятия по следующим темам:

* введение в теорию и философию Прав Человека;
* история правозащитного движения в СССР, России, Европе и мире;
* национальные и международные механизмы защиты Прав Человека;
* судебные и внесудебные механизмы защиты Прав Человека;
* действия в защиту общественных интересов;
* современные проблемы и вызовы международной системы защиты Прав Человека;
* управление и стратегии развития современных правозащитных и гражданских организаций;
* новые тактики защиты Прав Человека;
* современное правозащитное движение, стратегии его будущего развития;
* стратегия Интегрального Гуманизма как противодействие ксенофобии, дискриминации и интолерантности.

Помимо общих интерактивных занятий в программе Школы факультативные блоки – “Кино за Права Человека”, презентации социальных проектов НКО, дискуссии о месте и роли действий по защите Прав Человека в развитии гражданского общества. Участники семинара также имеют возможность подготовить собственные факультативные блоки.

Кого мы ждем?

К участию приглашаются начинающие правозащитники, молодые сотрудники общественных правозащитных приемных и государственных органов по защите Прав Человека, активисты молодежных гражданских и студенческих организаций, работники студенческих юридических клиник из России.

Заявки от участников из других стран будут приниматься только при условии полной оплаты участия в Школе по предварительному согласованию с организаторами. К участию приглашаются кандидаты не старше 35 лет!

В первую очередь к участию будут приглашаться те кандидаты, у кого нет опыта участия в подобных школах или других семинарах по Правам Человека, но есть значительный опыт практической деятельности в этих сферах!

Условия участия:

Для участников, прошедших конкурсный отбор, обучение в Школе бесплатное. Организаторы берут на себя расходы, связанные с питанием и проживанием участников. Организаторы также компенсируют затраты на проезд до Москвы и обратно (при проезде ж/д транспортом компенсируется стоимость проезда в купе, а в случае, если длительность поездки составляет более 36 часов, – стоимость авиабилета эконом-класса).

Как принять участие:

Для участия в Школе необходимо зарегистрироваться и подать заявку на сайте Школы www.inthrschool.org. В разделе “Зимняя Школа Прав Человека – актуальные наборы”.

С кандидатами для участия в Школе может быть проведено собеседование.

Заявки принимаются до 30 января!

Все заявители будут уведомлены о принятом решении не позднее 10 февраля.

Moscow Helsinki Group(RRCHR) together with International Youth Human Rights Movement within the educational program “International school for human rights and democracy” announce call for proposals for the participation in the Third School for Human Rights (21-28 February 2010). Those who are interested in participation can submit applications till 30th January 2010.
Winter School for Human Rights will be held in the form of in an interactive seminar. The course will be provided by trainers and consultants from Moscow Helsinki Group as well as other Russian and International experts who will focus on the following issues:
• introduction of theory and philosophy of human rights;
• history of human rights movement in the Soviet Union, Russia, Europe and in the world;
• national and international mechanisms of human rights protection;
• judicial and extrajudicial mechanism of human rights protection;
• actions for human rights protection;
• current problems and challenges of international system of HR protection;
• management and development strategies of human rights and public organizations;
• new methods of human rights protection;
• contemporary human rights movement and strategies of its further development;
• strategies of integration humanism as counteraction to xenophobia, discrimination intolerance.
The training includes facultative part “Films for human rights”, presentation of social projects of HCO and discussions on the role of human rights protection in the process of civil society development. The participants are welcome to prepare facultative parts of their own.
Who are invited?
Human rights defenders, young representatives of public organizations and state bodies, activists of youth public and students’ organizations, representatives of law students’ clinics of Russia. The candidates must not be older then 35. The priority is given to the candidates without human rights education of the kind but experienced in the sphere of human rights protection.
Education is free. Travelling expenses, hotels and meals are to be reimbursed.

-The Norwegian Helsinki Committee welcomes this important move, says Secretary General Bjørn Engesland. – Protocol 14 simplifies the procedures of European Court, adds Deputy Secretary General Gunnar M. Ekeløve-Slydal. – But it may not solve the problem of the precarious human rights situation in the Russian Federation and lack of trust by its citizens in domestic institutions and remedies.

Despite the fact that Moscow authorities allowed two demonstrations on January 19 to mark the anniversary of the murder of lawyer Stanislav Markelov and journalist Anastasia Baburova, some 60 citizens were taken to the police, accused of violating the law.

In December, 2009 Dosh will issue next edition of its magazine devoted to 15th anniversary of First Chechen War. Within the period from 1994 to 2005 tenths of sounds of people including children died there, lots of people have gone missing. The magazine focuses on chronicle of these tragic events, interviews with politicians involved, it will also include publications on situation with human rights in Dagestan, kidnappings of citizens in Ingushetia, etc.

The International Secretariat of the World Organisation Against Torture (OMCT) requests your URGENT intervention in a recent case of enforced disappearance, with allegations of torture and other forms of ill-treatment, death threats, fear for safety, and risk of impunity in the Russian Federation / the Chechen Republic. The 2009 Reporters Without Borders – Fnac Press Freedom Prize was awarded today to Israeli newspaper reporter Amira Hass and the Chechen quarterly Dosh at a ceremony hosted by journalist Bernard de La Villardière at the Espace Fondation EDF in Paris.

Russian human rights defenders are concerned about the human rights situation in the Chechen Republic. The alarm is progressing because the powers, both on federal and on regional levels do not make any serious efforts to investigate the violations of human rights in the region and sometimes even stand in the way of independent investigations.
