The proposed Witness Protection Bill, 2004, interferes with the globally recognised rights of an accused person, The Centre for Law and Research International (CLARION) warns. Clarion, one of the seven NGOs involved in the Human Rights House project in Nairobi, sounded the alarm last week, saying the Bill was in conflict with the recognised right to fair trial. Later this month, as HRH’s Project Manager for Central and East Africa Niels Jacob Harbitz visits Republic of Kenya, a meeting between representatives of the Kenya Human Rights House Project and the Green Belt Movement, the organisation established by last year’s Nobel Peace Prize Laureate Wangari Maathai, has also been scheduled. International attention towards the human rights situation in North Korea is on the rise. Urged by the European Union, the United Nations High Commission for Human Rights has appointed a Special Rapporteur on the human rights situation there. The US Congress has also unanimously passed the North Korean Human Rights Act (H.R. 4011). Despite these and ther initiatives, serious violations continue to occur. (5-MAR-05)
  

Index on Censorship hosted its 5th annual Freedom of Expression Awards on 1 March at City H all, Central London. The free expression organisation honoured writers, filmmakers, journalists, whistleblowers and lawyers who contribute significantly to the defence of freedom of expression worldwide. This year´s winners include a campaigner against human trafficking, a film about ethnic violence in India, and an organisation defending constitutional rights. (02-MAR-05)

“We are profoundly saddened and angered by   the murder of Elmar Huseinov” said Agnes Callamard, Executive Director   of ARTICLE 19. “He was a man and a journalist of great courage and   commitment. Today, the media in the Republic of Azerbaijan has lost an important critical  voice.” ARTICLE 19 is particularly  concerned with the increasing climate of intolerance against the media,   and with the failure of the Republic of Azerbaijan authorities to put an end to these   attacks.  (4-MAR-2005)

Elmar Huseynov, the well-known journalist and the chief editor of opposition-minded MONITOR journal was killed brutally at the entrance of his apartment on Wednesday at around 9:00 pm. Monitor, is a Russian-language weekly and socio-political magazine and critical of the government.  The attack appears to have well planned and orchestrated. To light at the   entrance of the apartment building was not working, and that several   telephones in the area had been disconnected at the time of the shooting. (4-MAR-2005)

In a letter to president Ilham Aliev the Human Rights House Foundation (HRH) strongly condemns the murder of the chief editor Elmar Huseynov on 2 March 2005 and calls for an impartial investigation. -His death is evidence of the loss of the free media, the human rights defender Novella Jafaroglu said yesterday on the scene of the crime (4-MARCH-05).

The German Evangelical Association Open Church has distinguished Halina Bortnowska-Dabrowska with the Amos Preis award. Bortnowska-Dabrowska is member of the Helsinki Committee in Poland. She was awarded for her long-term struggle for democracy and freedom in the Republic of Poland, commitment in the fight against racism and anti-Semitism, as well as activities in support of the Polish-German reconciliation.
