Martin O. Masiga of HURINET Uganda, an umbrella organisation bringing together most of the organisations now engaged in the Ugandan Human Rights House Project, describes the project for which the Interim Board is now seeking funds as a pioneering attempt to identify and discuss the human rights aspects, elements and implications throughout the Ugandan Constitution and subordinate legislation. The ambition is to let the project´s intended product, ´The Uganda Digest of Human Rights Law,´ serve as a guide for human rights NGOs, workers, lawyers and other interested groups and individuals. The digest will offer information of academic standard on all laws having an impact on human rights and thus serve as a catalyst for law reform. By this time next year, the digest will be ready, says Masiga, and distributed widely. Meanwhile, all organisations involved will also work towards the establishment of a human rights house in the capital, Kampala. With Presidential elections coming up in 2006, there is reason to believe that human rights issues will only become ever more pressing. A shared house for all the most important human rights organisations will increase their visibility and accessibility.
