The High Representative`s Decision, from the January 27. changes the old local gouvernmental organisaton of the city. It abrogates six former municipalities and institutes only one, with six electing units. In bringing the decision, Mr Paddy Ashdown was aware of the interests of Mostar citizens, people`s needs and wishes.

Local authorities will be organised in a way that no nation dominates. Municipalities will be abrogated until the March 15. and instead of them there will be installed city areas, Service centres which provide services to citizens. Important issues will be discussed at the City Council, which will be consisted of 35, instead of former 194 councillors. Each constituted people will have the most 15 and at least 4 members, while for the other national minorities is reserved one place.

During voting at the City Council, it will be necessary to insure 2/3 majority of present votes. That will be the way how the city councillors elect city mayor. Major and deputy will be responsible for the implementing of the City Statute, and get support of the special OHR delegate Verner Vnendt, together with one professional team.

 

High Representative for Bosnia and Herzegovina considers both individuals and political parties as responsible sides for the implementation of the City Statute and city policy. In a case of obstruction, there are expected sanctions against opstruers. In BH society, the reactions on the Decision are quite different. Some political parties are not satisfied with it, but aware that it must be implemented.

Safet Orucevic, the former mayor of the Mostar city, for Dnevni avaz, daily newspapers says `it is a good way of stopping the agony in Mostar`. He also says that with this proposition Mostar becomes a special case, but this solution could be adapted in other cities, as well. Also, only these who attended to divide the city, are not satisfied with this solution, because of their different inspirations of having it only for one nation, which Mostar citizens do not deserve.

There is a new hope for Mostar, hope that a new Statute and a new Old bridge would adorn 2004. Year, which should bring to this city economic benefit and world affirmation.
