On 12 January of this year, attorney Marek Antoni Nowicki, the president of the Helsinki Foundation for Human Rights, was appointed by the UN Special Representative of the Secretary-General in Kosovo Joachim Rucker, upon the proposal by the President of the European Court of Human Rights in Strasbourg, as a member of the Human Rights Advisory Panel. The Human Rights Advisory Panel (HRAP) is an independent organ that considers complaints regarding human rights violations by the international civil administration in Kosovo.
The HRAP consists of three members. The remaining two members of this organ come from Belgium and France. They are international jurists of high moral character, impartiality and integrity with a demonstrated expertise in human rights, especially the European system.
The Human Rights Advisory Panel examines the complaints and upon completion of its examination of the complaint issues findings as to whether there has been a breach of human rights and, where necessary, makes recommendations to the Special Representative of the Secretary-General.
