We welcome the report of the Special Rapporteur following her recent country visit to Serbia. We would like to highlight several critical concerns identified in the report that resonate deeply with our civil society partners in the country.
Firstly, the rise of Strategic Lawsuits Against Public Participation, or “SLAPPs”, poses a significant threat to investigative journalists and civil society activists in Serbia. The report documents the use of vexatious lawsuits by corporate entities and politicians aimed at intimidating and silencing critical voices. This tactic not only undermines freedom of opinion and expression but also erodes public trust in the judiciary.
Secondly, the misuse of the Law on the Prevention of Money-Laundering and the Financing of Terrorism to target civil society organisations is alarming. Organisations known for their work on human rights and accountability are disproportionately affected, facing demands for documentation that seem intended more to intimidate than to regulate.
Finally, we share the concern about the inadequate protection mechanisms for journalists and the persistent impunity for crimes against them. The continued verbal attacks, smear campaigns, and physical threats create a chilling effect on freedom of expression and press freedom in Serbia.
Like the Special Rapporteur, we urge the Government of Serbia to adopt robust measures to address these issues, including legal reforms to protect against SLAPPs and enhancing protection mechanisms for journalists and civil society actors.

We ask the Special Rapporteur how she will look to follow-up her visit to Serbia, including in further communication and cooperation with civil society in the country, and in discussions with the government over her recommendations.
