We think that Georgian Ministry of Internal Affairs is facing a big challenge to investigate this grave crime effectively, comprehensively and completely; reveal and punish all persons participating in the crime and not only executors.
In addition to that, the most important obligation of the current government is the rehabilitation and protection of the victims of torture; MIA and generally the government of Georgia should do everything for avoiding identification of the victims of torture in order to prevent their re-traumatization.
The member organizations of the HRHT call for:
1. The Ministry of Interior:
• to conduct independent, unbiased and effective investigation on every fact of inhuman treatment, reveal every person participating it this grave crime and take all relevant measures envisaged by the law to punish them;
• to ensure security of both – victims and alleged persons and their family members;
• to avoid spreading widely the video footage of torture in order not to identify the victims;
• respect presumption of innocence of alleged persons and their anonymity till the end of the investigation.
2. The international human rights organizations and diplomats as well as Public Defender of Georgia:
• to conduct permanent monitoring regarding the investigation process of the mentioned cases.
3. We call upon Georgian government:
• to fulfill international obligations and timely allocate finances for psychological and medical rehabilitation of the victims of torture that is envisaged by the According to the Article 14 of the UN Convention Against Torture (CAT).
