The Russian State Duma plans to discuss the draft law on alternative military service in the Russian Federation.
The right to conscientiously object is provided in the Russian Constitution, however there is still no Federal law on Alternative Military service.

At the Russian State Duma hearing on Alternative military service legislation the Government “compromise” version has the best chance. But according to experts and lawyers such alternative service will act as punishment for refusing to serve in military forces – an extra year is required.

The Coalition of NGOs “For democratic Alternative Military service!” addressed Putin in a letter dated 19 March 2002 urging him to use the successful experiment in Nizhniy Novgorod as a platform for country-wide experiment and consequent development and implementation of Federal statute on AMS.
   
The head of Military registration and enlistment office for Moscow said that twice a year about 120 people conscientiously object to serve in the army. He appealed to district Military conscription commissions to provide these people with the opportunity to serve where they wouldn’t have to use or carry arms.
