The Warsaw City Council decided that Hyde Park – a place where it will be possible to organize an assembly without informing the capital’s president in advance and without the need to receive many permits – will be set up in front of the Palace of Culture and Science (right). In Poland the right to a peaceful assembly is guaranteed in the Constitution. In Warsaw’s Hyde Park nongovernmental organizations and various informal groups will be able to organize protests, marches and demonstrations. Following London’s example, private persons will also be able to express their opinions there. The council’s decision will come into force next week. The idea to establish a “freedom of speech zone” was backed by inter alia the Helsinki Foundation for Human Rights and the Ombudsman – Janusz Kochanowski.
