Last Thursday, 3 of March, Conference of the Russian Research Center for Human Rights (RRCHR) took place. (09-MAR-05)

First of all, as Valentina Melnikova now has become the head of political party, according to the Charter of the Center she can not combine a position of the political party head with the Chairperson of the Center Board position.

Second discussed question was presented by Alexey Smirnov (picture) who was appointed in November 2004 as the head of the  Project Group of the Center for promotion and realization of the most important programs of democracy and human  rights development in the Russian Federation.

Smirnov A.He has created the following Program of future RRCHR activities and directions of development.

The main idea of this Program creation in the framework of general democratic development crisis in the Russian Federation was an  absolute necessity for development and realization of new approaches to one of the basic components of the Russian  democracy activity – human rights protection movements. The main feature of the represented Program is statement  and decision of the new fundamental purposes and problems of HR movement by actual projects realization.

The purposes of the Program:

–  Open statement and joint research of the democracy and HR movement major problems,   development of technologies of their decision;
–  Creation and development of highly effective HR communities and associations;
–  Improvement of political situation in the Russian Federation by new technologies of democracy development implementation, supremacy of law and human rights.

Savenko & VinogradovaAmong the specified problems the most dangerous are: increase of political apathy, oblivion of own history, public  initiatives commercialization, corruption and plagiarism, a low communication level, substitution of HR systems of  values by personal interests, etc., but the main thing – almost full restriction on solving these problems, absence at the majority even intentions to recognize, define and solve them.

Performance of the Program will be based on such powerful, but unused resources as:

– Theoretical: new technologies of HR movement development;
–  Personnel: attraction of progressive regional active workers, and also remembering the democratic movement of dissident and soviet period participants;
–  Material: introduction of allowed on self-support activities of public organizations for maintenance of their stability, independence and necessary protection from corruption factors.

The first fundamental task in such agenda was and remains – competent creation of base resource platforms for a  survival and external protection of HR movements in extreme conditions of continuous external attacks on the part  of reactionary figures and structures.

The second strategic task, as well as any complex system, is creation of ideological and other mechanisms of  protection against internal crises and degradations owing to politization, commercialization, nationalization and other inevitable destructive processes.

The third task actually is efficiency of authorized both program HR defenders activities and their organizations in the Russian Federation.

Thus, an overall objective of the present Program is restoration of strategic sequence of stages and problems of HR movement development in the Russian Federation.

The main directions of the RRCHR development have been heard and approved.
