The project “Election Observation: Theory and Practice” can help you with registration and preparation for observation. All you need to do is fill in the electronic application.

You can also register as the observer independently. There are two main ways for this:

1. The easiest way to register as an observer is to be nominated by citizens. This method provides the full independence of the observer. It is very convenient as one can observe close to home – at the polling station where one usually votes.

The only restriction is that one can collect signatures only from the citizens living in a certain electoral district or polling station – i.e. from neighbours. This method is useful if you want to observe at the polling station where you are registered as a voter.

In order to become an observer nominated by citizens you should:

A) Find out which electoral district and polling station you belong to.

B) Complete an application to observe at the polling station or download it from here .

There should be the surname, first name, date of birth and place of residence of the observer stated in the application, as well as the same information from all the people who put their signatures for nomination of the observer. It is also important to specify the election commission or the polling station where are you going to observe the elections.

B) Collect 10 signatures from your neighbours – people who also belong to your polling station.

D) Register as an observer at the polling station by providing a completed and signed application on the day when you come to observe, or at any time before the day of observation. The application should be registered with the electoral commission in a special register for accreditation of observers. Do not forget your passport!

2. You can also observe if political parties, public associations, and colleagues at work nominate you. The nomination procedure in the above-mentioned cases is quite similar, so they are grouped together. Contact your organization or party and learn the details and subtleties of the nomination of observers.

To register as a representative of a party, public association, staff, one should:

A) Apply to the governing body of a political party, organization (or its subsidiary), meeting (conference) of employees of an organization, which must make a decision to assign you as an observer.

B) The governing body of a political party, organization, or employees should hold a meeting, during which the record of assigning one as the observer should be drawn.

The protocol (extract from the minutes) should contain the following information: name, address and telephone number of political party, public association, organization, the number of members of the governing body and the number of those present at the meeting, the number of members of the organization (elected delegates to the conference), date of decision, surname, first name and date of birth of the observer, his place of residence, the electoral commission or the polling station where he is going to observe.

C) Register as an observer at the polling station by providing a completed and signed application on the day when you come to observe, or at any time before the day of observation. The application should be registered with the electoral commission in a special register for accreditation of observers. Do not forget your passport!

Important!

The main difference between the two mechanisms of nomination of the observer is your place of residence. When nominated by collecting neighbours’ signatures, you should live in the area of the polling station where these 10 people who nominated you as the observer live.

If you are nominated by a political party, public association, you can reside in any region, regardless of where you are going to observe. You do not have to be a member of the organization or political party to become an observer.
