Alongside the full-scale invasion of Ukraine and its incalculable impact on Ukrainians, this repression at home has a direct bearing on the safety of Russians and many non‑Russians abroad. Over the same period, the authorities in Russia have continued to scale up a sophisticated campaign of transnational repression, evidenced in newly published research. Exiled human rights defenders and dissidents find themselves targeted in various ways, including through pressure on family members who may remain in Russia.

This side‑event will seek to illustrate the link between the human rights situation within the Russian Federation and the impunity with which it acts abroad, including through acts of transnational repression, and explore ways the HRC can seek to address these challenges.
