A number of Internet-sites that deal with the active coverage of social and political events in Belarus were fully or partially blocked. from the morning of January 10. The visitors couldn´t enter some of them. A number of Web-sites were opening too slowly. Most probably, the break was reasoned by the protest action, arranged by individual enterpreneurs (10-JAN-08).

Among other, the list of repressed Internet resources includedwww.charter97.org; Radio Liberty/RFE “www.svaboda.org; Belarusian Partisan
www.belaruspartisan.org; andwww.ucpb.org. A highly popular Internet resource www.livejournal.com  was not operating either. The public access to the Web-resources, mentioned above,got resumed on 10 January in the evening.

Installation of a filter
According to Charter´97, the state authorities carry out blocking of the Internet-sites in disgrace by means of shaping. The special services install a filter that “narrows” artificially the input- output channel at the level of the main computer of “Beltelecom” that provides direct and unique connection of Belarusian users with the global Web. Consequently, the visitors of the unwanted by the authorities Web- sites can´t enter the Internet resources. They have a feeling the blocked site is available. However, the process of full page download may take even more than 10 minutes.
