Italian care of Belarusian children.
Every year Italian authorities receive more then 25 thousand of Belarusian children for health promotion at Apennines after Chernobyl tragedy in 1986. About 20 percent of them are orphans. Italian citizens also lead in Belarusian children adoption. At the present moment there are hundred of such potential adoptive parents waiting their turn.
Vika’s story.
Vika Moroz rests every summer from 2003 in Italy at Dzhusto-Bornachin family who even has executed the girl’s adoption documents and waited only for the Belarusian side answer. This year the couple seized the court with the request to prolong Vika’s stay in Italy, referring to the necessity of treatment and to the Italian doctors’ opinion. According to it, the child was exposed to violence at the boarding school in Belarus.
Genoa juvenile court has delivered a judgment about the necessity of girl’s return home to Belarus, but Italian family decided to hide the child. Dzhusto-Bornachin family insists that their action’s cause was Vika’s behavior, including her attempts to commit suicide after she knew about the necessity of the return to the boarding school and her pictures, where she shows how she was tied to the chair.
Genoa public prosecutions department initiated a criminal case agreed on the fact of child’s concealment and held some actions, but still there is no data about Vika’s location.
Italian pro and contra
The public opinion in Italy has been divided.
The Coordination Committee of Italian Families, waiting for the turn to adapt Belarusian children, is worried about the “possible erosion of Italian families’ credibility on International level”.
On the other side the priest’s statement had been printed in local press. He has expressed readiness “to break the law and cover the girl with frightened eyes in the church”. Different public organizations realize a drive for signatures for Vika’s protection. Mario Mauro the Italian representative and European Parliament vice-president has stated that “’Vika’s case’ might be examined in Strasbourg.
Belarusian contra
The special Belarusian commission made an enquiry at the boarding school and did not find the Italian family’s words confirmation.
On the September 20 MFA of Belarus has handed a note to the Italian ambassador Gulielmo Ardiccione. Belarusian side required of “the early return of the Belarusian citizen by Italian authorities with the adequate life, health and safety safeguards’ securing”. Belarusian side characterizes the situation as “the deliberate kidnapping”.
