Azerbaijan Young Lawyers Union (AYLU) is a non-political, non-gevernmental and non-profit organization, which targets to advocate laws and rights among youth, support proposals strengthening and protecting human rights and legal regulations, to achieve reforms in legal system basing on development of legal relations. From October 2004 AYLU started to impellent the project directed to the struggle against corruption. As a part of the project activities recently the website had been created. The website www.anticorruption.az had been presented to the public at the Round Table conducted by AYLU at Hyatt Regency Hotel, in October 20, 2004 in Baku. (24 OCT 2004)
Int´l obligations to combat corruption
Azerbaijan Republic since becoming a member of Council of Europe has taken obligation concerning the implementation of anti-corruption measures in Azerbaijan. In December 2003 Azerbaijani Parliament adopted the Anti-Corruption Draft Law. In 2004 The Presidential decree stated that the law on Anti-Corruption will entered into force from January 2005. Furthemore, in August 2004, President signed decree on State Programme on Anti-Corruption. Therefore, it’s very important to raise awareness of population on forthcoming anti-corruption law in order to ensure the effectiveness of the implementation of law.
Azerbaijan Young Lawyers’ Union (AYLU) decided to implement certain measures and programs for formation of public opinion on importance of Anti-Corruption law. Furthermore, Azerbaijan is also became a part of the Civil Law Convention on Corruption and Criminal Law Convention on Corruption in December 2003. The AYLU president Nadir Adilov said that 12 similar meetings will be held once a month as part of the one-year project. A website, www.anticorruption.az, has been set up as well.
The State Program on Fighting Corruption and its implementation were discussed at the first roundtable at the Hyatt Regency Hotel on last Wednesday organized by the OSCE and the Azerbaijan Young Lawyers Union (AYLU). The event was attended by the head of the OSCE Baku office Mauricio Pavesi, Council of Europe Secretary General special envoy in Azerbaijan Matts Lindberg, parliament members, representatives of non-governmental organizations (NGOs) and lawyers. The participants discussed the law “On Fighting Corruption” and prospects for implementing the mentioned state program.
Head of the OSCE Baku office Mauricio Pavesi pointed out the importance of the project. He said corruption has a destructive effect on the society, impedes investments, economic development and deals a blow of the proper functioning of the judiciary system.
The Council of Europe Secretary General special envoy Matts Lindburg said the Council of Europe will keep the work being done on the project on focus.
The law on corruption was passed late in 2003. The mentioned project will be launched on January 1, 2005.*
The target
The Overall Program purpose is to Public opinion formation in the direction of eliminating the corruption problem in the Azerbaijan Republic.
Program objectives:
To direct public attention for resolving the corruption problem;
Popularization of and raising public awareness about adopted legal acts on corruption (local, regional and international)
Monitoring the compliance of new legislation in sphere of corruption with international norms
Legal enlightenment and education in the field of legislation on struggle against corruption
Lightening the problem by means of Mass Media
The aim of creation of web site is to provide internet users, International NGOs, embassies and interested people with virtual recourse center on legal information on anti-corruption. It will contain national and international legislation in sphere of corruption, besides, electronic versions of all materials which will be published within the project, researches, analytical articles, commentaries, expert opinions, minutes of the meetings, various forum and surveys, campaigns, various information, etc.
