The announcement was made at a workshop organized by the Ethiopian National Journalists Union (ENJU) on 26 October 2009, in conjunction with the Office of the Ombudsman to enhance awareness about the new law among senior media personnel and public relations officers. State minister in charge of Government Communication Affairs, Shimels Kemal, told participants at the workshop that the government was formulating detailed directives and manuals that would facilitate the implementation of the newly enacted law.
ENJU President, Anteneh Abraham, said formulation of such detailed directives was vital for the implementation of the law since this will enhance compliance and access to information.
