On 12 October 2008, Dale was refused entry to Kyrgyzstan upon arriving from Moscow. He was held at the Manas International Airport in Bishkek for 23 hours, in spite of holding a valid visa, and eventually had to leave the country on a flight to Istanbul.

On 23 October 2008, the Border Service of Kyrgyzstan confirmed that the decision to bar Dale entry for 10 years had been made by the GKNB.

This is the last in the series of attacks on the NHC office in Bishkek by police authorities. In September, Dale was put before the Sverdlovskiy Regional Court on charges of working in the country illegally, and for having given “untrue information” about himself in a visa application. The court, however, ruled that Dale was innocent in both instances, underlining that the evidence seemed to be falsified.

In spite of the court’s decision to end the case against NHC, GKNB imposed the 10 year travel ban on its Regional Representative. A copy of the complaint has also been sent to the President of Kyrgyzstan, Kurmanbek Bakiev.
