The necessity of passing a law on public control in children’s establishments, which was worked out and suggested to State Duma, is being discussed for a long time. But it is a change from tweedledum to tweedledee.

 

On the 1st of February the situation will be discussed within the meeting of Russian President Dmitry Medvedev with members of Presidential Council on Human Rights in Yekaterinburg.

 

Foster homes, where conditions may be defined as humiliating human dignity are numerous in Russia. Sometimes more then 500 children are kept there. Reforming of these establishments should be among state’s top priorities. Otherwise, children will suffer and die from distress, diseases, lack of family warm, love and care.

 

Some children have diagnoses not corresponding with their health status and physicality. These diagnoses are revised very seldom. When these children could have lived in families, studied in normal or correctional schools.
