31 August Magomed Evloev he owner of an opposition website “Ingushetia.ru” as killed. Evloev died in a hospital of Nazran where he was taken after he had got a direct injury to the head, which he received during detention by law enforcement officers at the airport “Magas” in Nazran where he arrived from Moscow. Earlier the radio station “Echo of Moscow” transferred that Magomed Evloev was withdrawn directly from the ramp of the plain by law enforcement officers at the airport “Magas” in Nazran. According to government opponent and the head of the Organizing Committee of National Meeting of Ingushetia Magomed Hazbiev, Mr. Evloev flew in the same plane with the president of Ingushetia Murat Zyazikov. After Mr. Zyazikov was met by his motorcade, then a convoy of the Interior Minister approached the plane and took away Mr. Evloev.
But government opponent Magomed Hazbiyev, who went to the airport to meet him, insisted that government agents deliberately shot him while he was in their car. Mr. Hazbiev said that firearms were used during at detention; precautionary shooting on legs was opened. After detaining a convoy split into six parts, so where Mr. Evloev was taken was not possible to say.
As it became known later, Mr. Evloev was brought to the hospital where doctors tried to rescue him but the injury received in the head was not compatible with life.
Magomed Hazbiev has no doubt that the murder was the reason of opposition activities of Mr. Evloev.
In accordance with versions of the Ministry of Internal Affairs of Ingushetia, Mr. Evloev tried to snatch out a submachine gun from one of the police officers involved in his detention, and as a result of this brawl Mr. Evloev was shot into the head.
At the same time, the representative of the Ministry of Internal Affairs of Ingushetia told another version. According to it “during a traffic car where was Mr. Evloev and police officers inadvertently shot occurred from the pistol of one of the militiamen, a bullet got in the head of Mr. Evloev”.
A case of “murder through negligence”
According to fact of deaths of Magomed Evloev a criminal proceedings was initiated under article 109 Criminal Code of the Russian Federation – “causing death by negligence”. This information was given by the official representative of the Investigations Committee under the Prosecutor of the Russian Federation, Vladimir Markin.
“For the full and objective investigation the criminal case referred to the Head Investigation Office of the Central Investigation Committee of the Russian Federation for the Southern Federal District, as well as it was taken to control by the Central Investigation Committee under the Prosecutor of the Russian Federation”- stressed Mr. Markin.
In accordance with the official version, Mr. Evloev was detained on 31 August at the airport “Magas” in Nazran because of criminal proceedings initiated according to fact of an explosion near Zalimhan Hautiev’s house – the head of the Control Agency of the Administration of the President of Ingushetia accomplished about two weeks ago, informed the Ministry of Internal Affairs of Ingushetia.
Criminal case against Ingushetia.ru
Earlier Magomed Evloev’s work stirred the wrath of the authorities. In May Prosecutor of Ingushetia asked Nazranovsky Court to recognize extremist an interview of Ingush well-known businessman and one of the leaders of local opposition Musa Keligov published by Mr. Evloev’s site “Ingushetia.Ru”. This article was reprinted from the Moscow newspaper “Vremya Novostei”. In interview a former vice-president of the Lukoil-International and ex-Vice authorized representative of President in the Southern Federal District of the Russian Federation – Musa Keligov – criticized in a rather dramatic form the activities of Murat Zyazikov as President of Ingushetia, accusing him embezzlement of state funds and even of having connections with the kidnappers.
Prosecutors of Ingushetia considered these comments as extremist. On 6 June the Kuntsevsky Moscow Court ceased activity of “Ingushetia.Ru”. 12 August the Moscow City Court confirmed this decision.
Magomed Evloev previously stated that intensification of attacks on the site connected to the publication of material on beating President of Ingushetia Murat Zyazikova by ex-Vice authorized representative of President in the Southern Federal District of the Russian Federation Musa Keligov.
Moreover, in the summer of 2007 Kuntsevskaya Inter-District Prosecutor of Moscow initiated criminal proceedings against the site on charges of inciting interethnic hatred. The case was initiated on the basis of statements of representatives of public organizations of North Ossetia, claimed that Internet resource “Ingushetia.Ru” treated in insulting form the course of events during the Ossetian-Ingush conflict in 1992.
After elections to the State Duma on 2 December 2007 in the Russian Federation Mr. Evloev organized an activity “I Did Not Vote!” according to the organizer the outcome of it argued that information about the turnout in the elections was heavily inflated by authorities.
Moreover Magomed Evloev was declared to the federal tracing on suspicion of aiding murder and forgery of documents during his work in the Prosecutor in 1999.
But the site continues to exist because it’s registered abroad. In addition as employees asserted they often received threats which were often implemented.
Reporters without Borders
Yevloev had been the target of serious threats and, in October 2007, he accused President Zyazikov on the website of hiring hit-men to kill him. His family has also received threats from Ingush politicians. Fearing that her life was in danger, the website’s editor, Rosa Malsagova, left the Russian Federation earlier this month and sought political asylum in the European Union.

Chief editor of the site “Ingushetia.ru” Rosa Malsagova left the Russian Federation and 11August requested political asylum in France, – said Kaloy Ahilgov an advocate of Mrs. Malsagova.
Mrs. Malsagova left the country with their three children. Lawyers representing the site in the courts believe that she decided to move after several criminal proceedings initiated against her in the Russian Federation.
Human Rights Watch
International human rights organization Human Rights Watch calls on investigate the circumstances of the death of an opposition leader of “Ingushetia.ru” site, Magomeda Evloeva.
“Mr. Evloev is a very prominent figure, perhaps, the main opposition figure in Ingushetia. His death in such suspicious circumstances causes questions”, – said the deputy director of the Moscow Office of Human Rights Watch, Tatyana Lokshina. “We call for a thorough and comprehensive investigation into this incident”, – said Mrs. Lokshina.
Human rights activists demand to bring to justice the killers of Mr. Evloev
Russian human rights organizations required to bring to justice those responsible for the death of the head of the site “Ingushetia.ru” Evloev Magomed who died on Sunday from a gunshot injury.
“It is necessary to make sure that people who are guilty of his death will be punished. Mr. Evloev played a very important role in the opposition, and this is a tremendous loss. He was one of the leaders of the opposition, who were not a politico, and appealed to the people”, – said Ludmila Alexeeva the Chairman of the Moscow Helsinki Group.
A board member of the human rights society “Memorial” Alexander Cherkasov agreed with Mrs. Alexeeva. “Evloev was a meaningful figure. There are no other sources of information except for his site, and there is no other opposition in Ingushetia”, – said Mr. Cherkasov.
“It is hard to believe that Mr. Evloev received a fatal injury by resisting arrest. He hadn’t weapons in consideration of that he was withdrawn from the plane. It’s not possible bring weapons on the board of the plain” – said the representative of the “Memorial” Society. “We repeatedly stressed that a practice of extrajudicial executions is applying in Ingushetia, people are not being detained, and they are being killed. All these cases must be investigated”, – said Mr. Cherkasov.
The Public Chamber of the Russian Federation will maintain an public investigation of the deaths of journalists in the Caucasus
The Public Chamber of the Russian Federation has created a working group to conduct a public inquiry of deaths of journalists Dagestan and Ingushetia, whose members are departing on 4 September went to Nazran. Commission includes: general director of the Russian News Service – Alexander Shkolnik, chairman of National Human Rights Union “Man and the Law” – Vladislav Grib, and director of the Moscow Bureau for Human Rights – Alexander Brod.
Opposition meeting of Magomed Evloev’s memory was dispersed with weapons
1 September Ingush opposition collected 1 thousand people at the meeting in the center of Nazran. According to the head of the Organizing Committee of National Meeting of Ingushetia Magomed Hazbiev, people required fair investigation of the murder of Magomed Evloev, as well as the resignation of the republic leadership.
2 September in Nazran the continuing opposition meeting was broken up. People demanded fair investigation into the causes Magomed Evloev, and also a resignation of the government of the republic. According to the site “Ingushetia.ru”, dispersal of protesters took place with firearms and armored vehicles. There were victims which quantity was 
found out.
4-5 September protests activities demanding an honest investigation into a murder of Evloev were held in different cities of the Russian Federation whose participants did not believe the official version of “causing death by negligence”
