According to Charter´97, the state authorities carry out blocking of the Internet-sites in disgrace by means of shaping. The special services install a filter that “narrows” artificially the input- output channel at the level of the main computer of “Beltelecom” that provides direct and unique connection of Belarusian users with the global Web. Consequently, the visitors of the unwanted by the authorities Web- sites can´t enter the Internet resources. They have a feeling the blocked site is available. However, the process of full page download may take even more than 10 minutes.
