Today municiplaity elections are held in Azerbaijan. Baku-based Election Monitoring Centre (EMC) works in the direction of the development of the election system, improvement of the election legislation, organization of monitoring in the election process, creation of the democratic election environment, and assistance to hold a democratic election. Today, the EMC conducts monitoring process on municipality elections via corps of domestic observers consists of NGO members and volunteers in 38 district election commisiions (DEC) of Azerbaijan Republic. Nakhchivan city DEC number 4
Members of PECs number 9, 10, 11, 12, 13, 14, 26, and 33 from oppositional parties boycotted the elections and did not come to work.
Voters are brought to PECs compactly and according to DECs report, 52% of voters have already voted.

Sabail city DEC number 29
About 5000 IDPs compactly living in Sabail district were not included in voter lists and the DEC allows them to vote in any PEC they wish.
According to official information given by DEC, 4% of voters have voted till 10.00. But the EMC’s observers from PECs number 1, 2, 3, 4, 5, 6, 7, and 8 report that only 0.3-0.4% of voters have voted till 12.00.
 

Kapaz city First (Ganja) DEC number 39
In PEC number 27 voting bulletins had been prepared and cut till the voting officially started.

Kapaz city Second (Ganja) DEC number 40
In PECs number 8, 9, and 10 the both ballot boxes have been already filled because bulletins are too thick.
In PECs number 4 and 6 citizens vote with foreign passports.
The DEC has sent an additional (third) ballot box to PECs number 24 and 25 because both two ballot boxes are already full.
In PECs number 26 and 27 voting bulletins had been prepared and cut till the voting officially started.
In PECs number 26 and 27 voting cabins have been prepared only by 10.00
Aftandil Alakbarov, secretary of the PEC number 26 which is situated in school, had parents of school pupil voting in his own cabinet.  

Sumgait city Second DEC number 42
In PEC number 18 one voter voted for few persons.

Absheron city  DEC number 45
At 11.15 the local representative of executive power, chairman of municipality council, and police officers came into PEC number 23 which is situated in Novkhani and demanded observers and representatives of candidates to leave the PEC.

Jalilabad City DEC number 67
In PEC number 4 which is situated in a military base, soldiers have been observed filling bulletins on tables and windows not in cabins.
Similar situation have been observed in P)ECs number 5, 8, and 13.
The name of Nizami Naghiyev was not included in voter list in PEC number 2 and the chairman of PEC refused to enter his name in additional voter list which had been prepared earlier.
In PEC number 3 one voter voted for few persons.
 
Lenkaran City DEC number 73
Voters did not receive acknowledgements earlier.
In PEC number 3 one voter voted for few persons.
Member of Milli Majlis Aqakerim Shaeifov and representative of local executive power conducted a pre-election campaign in PEC number 17 among soldiers.
