This statement is delivered on behalf of Human Rights House Foundation and Human Rights House Zagreb.
We welcome Croatia’s acceptance of a number of recommendations related to civic space. However, concerns remain regarding the practical enjoyment of these rights.
We have concerns around freedom of assembly, most notably the prolonged closure and securitisation of key public spaces.
Freedom of expression is under growing pressure, particularly due to the persistent use of strategic lawsuits against public participation, or SLAPPs. Journalists, activists, and civil society actors face hundreds of ongoing lawsuits, including criminal proceedings, creating a chilling effect on public debate and investigative reporting. These practices disproportionately affect those exposing corruption and human rights violations.
Furthermore, public smear campaigns against organisations working on sensitive issues continue, without adequate protection or response from the authorities.
Finally, meaningful participation for human rights defenders in policymaking remains limited and mechanisms for dialogue need to be strengthened.
We therefore recommend Croatia to:
- Ensure full access to public spaces for peaceful assemblies, including those of political and social significance, without undue restrictions;
- Introduce effective safeguards against SLAPPs, including a clear legal definition, early dismissal procedures, and protection from excessive legal costs;
- Strengthen coordination for implementing international human rights recommendations, and ensure meaningful and timely consultation with civil society.
We, and our civil society partners in Zagreb, stand ready to support Croatia in implementing these recommendations.
